Target Neighborhoods

While CCLC finances developments throughout Los Angeles, we have selected a few initial target areas in the City of Los Angeles, based on their demographics, location, and housing stock. The four areas—Koreatown, Echo Park, West Adams, and North Hollywood—are highlighted on the map below and share many physical and demographic characteristics that give them strong potential for new development and rehabilitation of existing properties. Some of these characteristics are:

  • A high ratio of rental units to owner-occupied units
  • Market apartment rents that are substantially lower than the county-wide median rent
  • A high proportion of rental units in small (5 to 19 unit) apartment buildings
  • Older housing stock (more than 40 years), especially apartment buildings
  • Apartment vacancies that are lower than the citywide average, offering a strong market for new apartments
  • A median household income for the area at about 80% of the city-wide median
